Background
The water level of Twin Lake in northwestern Little Canada began to rise in the summer of 2016. It went to a higher level than any resident living on the lake had ever seen. The level has not receded so the area property owners asked the City and the Ramsey Washington Metro Watershed District (RWMWD) to gather information on the lake and try to provide answers for the rapid rise and the sustained high level of the lake.
Twin Lake Outlet
The Twin Lake Outlet project was completed in late-April by Rachel Contracting. A structure was added next to the MnDOT storm pond that can control the flow of water in and out of the lake and pond. There will eventually be a gate that can be opened and closed that will be operated by City staff as needed to allow Twin Lake to flow into the MnDOT system during high water stages. It will also protect the lake from potentially polluted water entering from the MnDOT system. The overflow level was set to match the level of the culvert that crosses beneath the railroad tracks.

The City Council called an emergency meeting on June 6, 2019, at 8:30 a.m. to discuss emergency pumping of Twin Lake following the Ramsey-Washington Metro Watershed District Board of Commissioners decision to support pumping of Twin Lake at its June 5 meeting.
